On March 24, 1999, the Secretary General of the North Atlantic Treaty Organization (NATO) ordered air strikes on Yugoslavia after President Slobodan Milosevic rejected the Kosovo peace agreement. "I just gave the order to the Supreme Commander of NATO in Europe, General Wesley Clarck (from the United States), to start the operation (attack) air against the Federal Republic of Yugoslavia," said NATO Secretary General Javier Solana at NATO headquarters in Brussels.
Commands that have been agreed upon 19 members of NATO was issued after the US special envoy Richard Holbrooke failed to convince President Milosevic to sign an agreement to end the armed conflict in Kosovo since February 1999.
